How can i undo a very very tight thread?

i need to use an old empty fire extinguisher as a pressure chamber....but i cannot unscrew the valve-lever system at the top of the tank....ideas on how to do this? its not rusty or anything but i seem to lack the muscle :0 ( i even went at it with a chisel and penetrating oil )
