Why isn't my cat drinking?

He's not drinking any tap water but I have heard the chemicals in the water deter the cat from drinking it. I was wondering if the water from our rainwater tank would be better but it's not completely clean, there's a sticker on it that says not potable but I suppose it's a cat and it can drink it. I don't know, tell me what to do
